Regular Council Meeting

Be it resolved that the agenda be approved as circulated.

That report number F2024-17 “Public Meeting Regarding Proposed Development Charges By-law and Underlying Background Study" be received for information; And that the development charges background study and proposed by-law dated May 17, 2024 be received for information.

Be it resolved that Council hereby adopts the following meeting minutes as circulated; June 13th - Regular Council Meeting And the Confidential Minutes of the Closed Session Meeting held on June 13th, 2024.

That Council hereby receives report number PD2024-08, “Official Plan Amendment OP21-01 (OPA 15), Hillsburgh Heights Inc. 5916 Trafalgar Road North and Official Plan Amendment Application OP23-01 (OPA 16), Beachcroft Investments Inc., 63 and 63A Trafalgar Road, Hillsburgh” for information; And that Council adopts Official Plan Amendment No.15, listed as By-law #24-32 on the June 27, 2024, agenda, to redesignate the subject lands from “Future Development” to “Residential”; and to repeal and replace By-law #23-42; And that Council adopts Official Plan Amendment No.16, listed as By-law #24-33 on the June 27, 2024, agenda, to redesignate the subject lands from “Recreational” to “Residential”, “Greenlands” to “Residential”, “Residential” to “Greenlands”, designate “Special Policy Area 9”; to remove the “Proposed New Firehall Location” symbol; and to repeal and replace By-law #24-16; And that Council directs the Town Clerk to submit Official Plan Amendments No. 15 and 16 to Wellington County for approval, in accordance with the Planning Act, recognizing approval of the Official Plan Amendments will follow the Province’s approval of Wellington County Official Plan Amendment No. 120 and the County of Wellington’s approval of Town-initiated Official Plan Amendment No. 13.

That report number F2024-18 “2023 Asset Management Plan” be received for information; And that Council approves the 2023 Asset Management Plan as presented in Appendix A.

That report number F2024-19 “1st Quarter Financial Report for the Period Ending March 31, 2024” be received for information.

Be it resolved that Council hereby receive the following committee meeting minutes as circulated; Erin Economic Development Committee minutes of February 6, March 12, April 9, and May 14, 2024. Parks, Recreation & Trails Advisory Committee minutes of March 21, 2024. Environment & Sustainability Advisory Committee minutes of April 8 and May 13, 2024. And the Committee of Adjustment minutes of April 17 and May 15, 2024.

Be it resolved that Council receives correspondence item 11.1 for information.

Be it resolved that Council proceeds into a closed session at the hour of 4:47 PM to discuss the matter(s) under the following exemptions in the Municipal Act S. 239 (2) pertaining to: (b) personal matters about an identifiable individual, including municipal or local board employees; with respect to Town staffing. (e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; with respect to an appeal to the Ontario Land Tribunal and obligations under a municipal contract. (f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose; with respect to heritage designations. (k) a position, plan, procedure, criteria or instruction to be applied to any negotiations

Be it resolved that the meeting be reconvened into open session at the hour of 6:40 PM.

Be it resolved that the written and verbal reports be received for information; And that staff and the Town's Solicitor proceed as directed by Council.

Whereas, the Town of Erin, is growing and expected to double in population by 2030, effectively changing over from a rural lifestyle to a more urban citizenship; And whereas, it is important to establish measures to support and maintain sustainable, environmentally conscious development; And whereas, Erin’s unique geographic location is on the shoulder of the GTA, within the Greenbelt, in the headwaters of the credit river water system, and has a significant geographical green position; And whereas, it is important that the Town supports, sustainable development solutions that address and balance needs related to climate change, quality of life, growth, infrastructure and wastewater, and expanded economic development; Therefore, be it resolved that the Town of Erin commits to the creation of Green Community Standards that include measures for the creation of thoughtful and innovative developments using sustainable and resilient design standards that will support community beautification, marketing, branding, attraction of green technology, and businesses to build a vital local economy.

Be it resolved that the By-Laws numbered 24-32 to 24-34, inclusive, are hereby passed.
