Regular Council Meeting

That the agenda be approved as amended.

That Council hereby adopts the following meeting minutes as circulated; November 27th - Regular Council Meeting December 1st - Education and Training Session

That Council hereby receives report number PD2025-33 “Proposed Amendment to Heritage Designation By-Law 23-56 – 92 Trafalgar Road” for information; And that notice of the proposed amendment be given to the property owner in accordance with the Ontario Heritage Act.

That Council receives report number F2025-24 “Draft 2024 Financial Statements” for information; And that Council approves the Draft Financial Statements ending December 31, 2024, as presented in Appendix A; And that Council directs staff to circulate and post copies of the 2024 Financial Statements as required by the Municipal Act, 2001.

That report number R2025-02, “Transportation Master Plan” be received for information; And that Council endorses the Transportation Master Plan and directs staff to report to Council in the second quarter of 2026 with an implementation plan to address the recommendations provided in the report.

That Council hereby receives report number F2025-25 “Final Draft 2026 Budget and 2027 to 2029 Forecasts” for information; And that Council receives the proposed 2027 to 2029 Forecasts; And that By-law 25-79, to adopt the 2026 Budget for the purposes of the municipality, as listed on the December 11, 2025, agenda, be approved.

That the main motion be amended to utilize additional funds from the Tax Rate Stabilization Reserve to reduce the tax rate increase to 3.5 percent.

That Council receives the Activity List for information.

That Council receives correspondence items 9.2 and 9.3 for information. And that a Conservation Authority Regional Consolidation Task Force be established, comprised of two members of Council and three staff members, to review and provide recommendations regarding regional consolidation matters.

That the By-Laws numbered 25-79 and 25-80 are hereby passed.
